I want to set up to call all non 8** numbers through Google voice, and 8** numbers directly. The first works fine, but even though I have the rule with the filters for (800)*, etc set up and ahead of the other rule, it still goes through Google voice. Also, the Google voice rule stopped working. Puts me in the message system although it used to work and I haven't changed it or Google voice settings. Anyone have any ideas?

You need two rules. First one is a white list rule.

Rule type: Outgoing Call
Filter type: Specific Number
Phone #: 8*
Action1: System Default

Second one to use Google Voice.

Rule type: Outgoing Call
Filter type: All
Action1: Change dial number

You may need to add more pause (',') as you mentioned Google Voice rule didn't work sometimes.
