Phone crashed, lost everything. Need rule for outgoing 5-digit calls

As in the subject, I had a rule that trapped 5 digit phone numbers, called a different number, then dialed the 5 digits. I can't reproduce it. I looked here in the forum and don't find instructions clear enough for me to understand. Can someone post instructions?
The rule applies only to exactly 5 digits. Specifically, the 5 digit numbers are office extensions. They do not allow direct dialing. I have to call a main office number, wait to connect, then dial the 5 digit extension. It was working fine until my Treo Pro died.
I'm also in the market for a new phone. The ability to redirect incoming calls to voice mail based on calling number, day, and time, are crucial, as is the ability to reroute 5 digit numbers as above. Has anyone found a program or programs that can replace Magicall, for either Android or Windows Phone 7? Other rules or actions would be nice but are not essential.
Thanks

Here you are.
Rule type: Outgoing Call
Filter type: Specific Number
Phone #: ?????
Action1: Change dialed number
Call to: 123456789,,{phone}
You need to replace 123456789 with your real main office number.
