I am using version 2.3.2 of the magicall.
On topic "how to set the outgoing rule?"

I'm using the following rule

Rule name: Local 1
Rule type: Outgoing Call
Filter type: Specific Number
Phone #: 65*; 86*; 853*
Action1: Change dialed number
Call to: 00{phone}

I have a problem when i call a local phone number 6543XXXX the rule with working and add 00 before 6543XXXX
how can i filter this phone number 6543XXXX in this rule?

Insert "~6543*;" (remove quotes) to the beginning of Phone# list.

I try to use this ~ command before still can't filter this 65438899  Huh?

Phone #: ~6543*; 65*; 86*; 853*;
or
Phone #: ~65438899; 65*; 86*; 853*;
or
Phone #: ~65438899*; 65*; 86*; 853*;
