I am trying to use Magicall to dial outgoing through Google Voice.

I have set a rule:

Rule type: Outgoing Call
Call rule: Apply always
Enabled: Always
Filter Type: All
Operation: Change Dialed Number
Call to: 6822333456,,1111,2,{phone]#
Action 2: Do nothing

that is not really my password, btw.
Now what happens when I dial 555-682-5555 according to log:
Type: Outgoing Call
Time: 7/13/10 10:17:25 AM
To: Google Dial Out <6822333456>
Action1: Change dialed number to:6822333456,,1111,2,6822333456#

Type: Outgoing Call
Time: 7/13/10 10:17:25 AM
To: Google Dial Out <16822333456>
Action1: Change dialed number to:6822333456,,1111,2,16822333456#

it is not replacing {phone} with number I dialed.  Instead, somehow it is using the number I hard coded into beginning of rule.
Also, why two log entries?
I have disabled all of the other rules.

This is on TouchPro 2, WM6.5, Magicall 2.3.1

This is weird. Please try the v2.3.2 and see if the problem happens again.
