1.  Is there a difference between Ignore and Hang Up?

I am using HTC Touch Pro 2.  If I set the action to  'Hang Up' or 'Ignore' I have the same result, the call goes straight into my voicemail.

2.  Other than Pick and Drop is there a way to prevent a call from going to voicemail?

"Ignore" does nothing and just lets the cellular line connecting until the remote party hangs it up.
"Hang up" sends a disconnect signal to close the cellular line.

That depends on your voicemail settings. If you enable voicemail when no answer, "Ignore" will route the caller to your voicemail. If you enable voicemail when busy, "Hang up" will make the caller to your voicemail. By default, these two are enabled for some mobile operators.
