This message means the UI component is not available when you try to open the rule list window.

1) This may happen for a customized version, in which the buyer don't need the UI component for security reasons.
2) If you use the version downloaded from your website, it may be because you install it to a storage card, and that card is not available when you open MagiCall rule list window.
