Cannot get the sms to work ver 2.2.4 on palm treo pro

I have wm 6.1 and downloaded version 2.2.4. Have set action1 hang up, action2 send sms in the to {phone}. Logviewer does specify in action to send sms but the to: is empty. I am new to this.

Is this an incoming rule? If a call has no Caller ID, for example private calls, then you can't reply SMS to them.
