Can somebody please help me enter a rule to change my outgoing numbers which start with 0 to the international +44 format

Sure. See the following:
Rule type: Outgoing Call
Filter type: Specific number
Phone #: 0*
Action1: Change dialed number
Call to: +44{phone}[-1,0]
You may set other settings as your needs.
