When a rule is changed must the task be terminated and restarted to use the modified rule?

this appears to be the case with v2.2

That shouldn't be. Can you tell me what changes did not take effect immediately? Thanks.

I have some rules with 'pass on' and I cahnged these to system default.

I received a couple of calls and on checking the log noted that the log was showing 'Pass on' for the calls.
I assumed for this that they had indeed been passed on even though they were set to system default
