MagiCall checks rules from top to bottom of the rule list. Once it finds a matching rule, it will execute its actions and stop or continue to find another rule only if the current rule has this action - "Pass on to next rule".
That says, the position of a rule in the list is very important. Rules at higher positions will be checked and executed earlier than others below them.
A whitelist should be put above blocking rules, and with this action - "System Default".
For example, if you want to accept calls from contacts and block all others. See the following two rules:
Rule name: Whitelist
Rule type: Incoming Call
Filter type: Contacts
Action1: System Default
Rule name: Blacklist
Rule type: Incoming Call
Filter type: All
Action1: Hang up
