Where can I download a more detailed information of how to use the filter capabilities of this wounderful program correctly, with some examples.

Well! I can't manage it without your assistance it seems:

I want to use a SMS triggered callback service as follows:
--------------------------------------------------
Rule Type: Outgoing Call
Filter Type: Specific Number
Phone #: +7*
--------------------------------------------------
Action1: Hang Up
Action2: Send SMS
To: 'phone number of the service provider to which to send SMS'
Message: call {phone}[-1,0]
--------------------------------------------------
I use the same syntax, {phone}[-1,0], in an "Action 1" where I use the function "Change dialed number" successfully; the "+" is removed from the first position of the {phone} number. Not so it the example with the SMS message text above. Is this valuable function not available here, or am I not understaning how to use it correctly?

{phone}[x,y] is only valid for Action1. {phone} is valid for Action2.

Is the callback service not working if you do not remove the leading '+' in the SMS?

I tried with the string "call +495231123123" as you proposed.
It does not work.

See the instructions of the provider http://www.interscard.com. No "+"!

send SMS Call [number]
to +44 778 148 8135 (worldwide, + is mandatory) or 32075 (from USA)
[number] - phone number you want to call
Enter number as CountryCodeAreaCodePhoneNumber
Examples:
    * Call 16175551234 for United States
    * Call 74955556790 for Russian Federation

By the way. Using the function as I wrote previously produces an error: "Can not complete the call. ...". It's not serious, because pressing "ok" closes the error message and there is no further action. Anyway, it's an issue.

I will release a minor upgrade soon to allow users to remove the leading '+' for Action2.

The "Can not complete the call. ..." notification is by design, we just want to notify users that the call has been blocked.

I added the feature to v2.0.0.172. You may download it from the downloads section.
Here is an example about how to remove the plus mark from a phone number:

Action2: Send SMS
Message: Call -{phone}

Using -{phone} to remove the plus mark is more convenient then {phone}[-1,0], although {phone}[x,y] is also supported in Action2.
