Is there a possibility to enter a negative logic in the filter? So I could specify the number to let go through and all other numbers would go according dialing rules. Let's say my area code is (123) and I would like to use a calling card for all other areas but this.

Yes, there is.
You may need another rule which allows a number of numbers to go through and which should be placed above the filter-all rule in the list.

Here is an example:

Rule name: Normal calls
Rule type: Phone - Outbound
Filter type: Specific Number
Phone #: (123)*
Action1: Normal

Rule name: Calling Card Calls
Rule type: Phone - Outbound
Filter type: All
Action1: Change Number
Call to: 123456,,,123456,,,{phone}
