Call forward to Voice mail instead of HangUp

I need to divert calls from some numbers (or unknown) to voice mail.
How to setup such configuration?

That depends on your voicemail settings.
If it is to divert to your voicemail when busy, use “Hang up” as the rule action.
If it is to divert to your voicemail when no answer, use “Ignore” as the rule action.
If it is to divert to your voicemail when not in coverage or radio off, no idea.
