When I put in hang up mode the caller is hearing one ring ,
Is it possible to hang up with out this one ring
so that the caller will feel as engaged ?

It is a hardware limitation. We can not achieve that.

I saw someone was mentioning about using RIL to drop call, the caller won't be able to hear the ring under this way.

Indeed the ring cannot be avoided because the caller ID is sent with the second ring according to the network protocol.
And we must wait some time for getting the caller ID.
