We have not been able to determine why spam is making it through the filters.  We have two rules.  One is a rule by phone number to block all zero phone numbers. The other is a contentn block of ## ( which is in each spam from address).  8 of 10 are caught, but the others get through.  The ones that get though both have all zero phone #s just like the rest and also have ## in the message.  These spams are all identicle, so we wonder what to try next.

Try these:

Rule type: SMS
Filter type: All
SMS filter: ##
Action1: Delete

Rule type: Phone-Inbound
Filter type: No number
Action1: Hang up

If your rules are like above ones, it looks like you need to re-position them, make the SMS rule above the other.
