controlling incoming and outgoing calls

Hi,
I have three Rules,

Rule name:   WhiteList
Rule type:   Phone - Inbound
Filter type:   Specific number
Phone #:   <Multiple Lines>
Action1:   Normal
Action2:   Do nothing

--------- Rule 2 ---------------
Rule name:   WhiteList2
Rule type:   Phone - Inbound
Filter type:   Specific number
Phone #:   <Multiple Lines>
Action1:   Normal
Action2:   Do nothing

--------- Rule 3 ---------------
Rule name:   Night
Rule type:   Phone - Inbound
Filter type:   All
Phone #:   
Action1:   Hang up
Action2:   Do nothing

Only Rule1 and Rule2 come through, everything else are blocked. That find I SUUUUUUUUUPER.

if I change over now,
--------- Rule 1 ---------------
Rule name:   WhiteList
Rule type:   Phone - Outbound
Filter type:   Specific number
Phone #:   <Multiple Lines>
Action1:   Normal
Action2:   Do nothing
--------- Rule 3 ---------------
Rule name:   Special
Rule type:   Phone - Outbound
Filter type:   All
Phone #:   
Action1:   Hang up
Action2:   Do nothing

then all calls are outward blocked. Also Rule1 (whitelist). I would like gladly that, Rule1 (whitelist) come through. Is it possible?

(This program pleases me slowly very well)
